MOFCOM Opened up “Green Channels” to Help Sichuan Enterprises’ after-quake Reconstruction

From June 10 to 11, Gao Hucheng, Deputy Minister of the Ministry of Commerce and responsible persons from Ministry of Commerce of Department of Foreign Trade, Department of Finance, Department of Mechanic, Electronic and Hi-tech Industry, Department of Market System Development had a two-day investigation to quake-stricken areas. On June 11, the report knew that the Ministry of Commerce and the Ministry of Finance had agreed on setting up after-quake reconstruction special funds. A series of supportive policies on such aspects as Sichuan enterprises’ financing, customs declaration and commodity inspection would be made soon after.

During the disaster - June 11, deputy minister and above leaders from the Ministry of Commerce had visited Sichuan at least 5 times. They have been concerned on such post-quake reconstruction matters of Sichuan commercial and trade enterprises as what difficulties they will meet with and what demands will be satisfied. At the symposium held on June 11, a series of good news poured in that Dongfang Electric will actively invite Indonesian Skypower Corporation of PLN to investigate in Sichuan next month; Sichuan Lomon Group Co., Ltd proactively allocated and transported mineral resources from Yunnan and other regions after the quake to meet the shortage of Sichuan raw materials, and planed to improve the production capacity of Sichuan company from 80,000 tons to 200,000 tons; Chuanyou Guanghan Honghua Co., Ltd has resumed normal production in Sichuan and continues to promote its projects of increase of capital with RMB 300m in Sichuan.

Responsible persons from various export-oriented enterprises said at the symposium that they met with such common difficulties as it being difficult to loan and pass the Customs, the adjustment of export rebates and exchange rate as well as high cost of transport and capital goods for post-quake reconstruction. Therefore, the relevant responsible persons of the Ministry of Commerce expressed that they will proactively contact those sectors such as finance, banking, insurance, commodity inspection and taxation to open up “green channels” in relevant fields for Sichuan enterprises on condition that WTO principles are not violated to help Sichuan enterprises get through the trouble. After receiving the “list” Sichuan Commercial sectors provide, they will offer direct help to Sichuan enterprises on such respects as textiles quota, medical treatment, machinery import discount, chamber of commerce subscription and the number, location, and fee of stalls on the China Export Commodities Fair.
